Vista RTM only have /console as well. So you need Windows XP SP3, Vista/2008 SP1 or SP2 or Windows 7/2008R2.

Does it work if you log on to the BizTalk server (Windows 2008) and then from that server do another logon locally (localhost), but with the mstsc.exe /admin ? Then you don't need another "jump" server at least. Just a thought as I have no machine ready for test right now.
